Unincorporated Areas

There are quite a few examples of properties and neighborhoods in Southern Pines' jurisdictions that are surrounded by "in town" (incorporated) properties but are not "in town" themselves. Some of it is vacant land, but some of it is occupied by people who desperately need services, such as water and sewer, that the Town can provide. Others are more affluent areas completely surrounded by taxpayers and enjoying a Southern Pines location without paying their share.

I propose we develop a formal plan to eliminate "islands" of unincorporated areas surrounded by "in town" properties. Such a plan should first address distressed areas whose residents are most in need of Town services. Tools available include the various voluntary and involuntary annexation options as well as funding sources such as Community Development Block Grants.
